Internet Keeps shutting off for about 1min and coming back on for about 15min then back off again

The router shows an amber led on the network side, rebooting the modem and router gets the service back online, but it drops again after a few hours. Tried multiple routers and they all lose the service. Likely need a new fiber modem.
